Contention of the government that the state police chief does not have the power to issue such a circular was dismissed by the court. Responding to the court?s directive of January 15 that the state police chief need to issue a circular, government had informed the court that the circular was not issued as police does not have any jurisdiction or power to deal with the removal of unauthorized boards, banners, and flags. Such power is vested with the road safety commissioner, under Road Safety Authority Act of 2007, government had argued. “
