This protocol has been directed by The Ministry of Road Transport and Highways to the National Highway Auhtority of India and all secretaries of PWDs, Chief Engineers of National Highways, Chief engineers of Project zones, Regional officers of MoRTH, DGBR, NHAI and NHIDCL in 2015. It elaborates on how to identify black spots, how to record this information and where to send it for further analysis.
